Major Union Cabinet reshuffle today
New Delhi, Oct 27: The stage is set now for a major revamp of the Union Council of Ministers tomorrow with the likely induction of at least 10 new faces and promotion of some Ministers of State, besides a rejig in the Cabinet in which Anand Sharma may get External Affairs portfolio.
Ahead of the reshuffle, three Cabinet Ministers Ambika Soni (I&B), Mukul Wasnik (Social Justice) and Subodh Kant Sahai (Tourism) and Minister of State Mahadev Khandela (Tribal Affairs) resigned today, saying they would work for the party. External Affairs Minister S M Krishna had quit yesterday.
The ceremony for swearing-
Rahul Gandhi, who was earlier speculated to be joining the government, is unlikely to do so. He may be in for a larger role in the party and could be made Working President.

"It is an honour to work for the party. I am offering my resignation to Prime Minister. Ering likely to become Union Minister

ITANAGAR, Oct 27: Member of Parliament (MP) from Eastern Parliamentary constituency Ninong Ering is expected to be inducted in the Manmohan Singh led union cabinet. The Prime Minister Manmohan Singh himself called Ering over phone and informed him about the decision.
His father late Daying Ering was cabinet colleague of Pt. Jawahar Lal Nehru and had immense role in shaping the state of Arunachal.
While talking to this daily over phone from New Delhi, Ering expressed joy and promise to give his best. “I had meet AICC Chief Sonia Gandhi and Prime Minister Manmohan Singh many times in the last few months. But had never expected that I will be given cabinet birth. The call from PM was a pleasant surprise and I believe my dedication and hard work had paid off,” said MP Ering. Further he added, “I got ministry birth thanks to the support of Chief Minister Nabam Tuki and APCC President Mukut Mithi. I will try my best to work for the interest of North East in general and Arunachal in particular.”
CM urges BRO to speed up road construction works
TAWANG, Oct 27: Chief Minister Nabam Tuki this morning convened a high level meeting in presence of Governor Gen J J Singh to discuss over the most important matter of concern in this part of the state – the road from Balipara to Tawang, which is in a pathetic condition owing to delay in its completion.
The meeting was attended by Tourism Minister Pema Khandu, WRD Minister Newlai Tingkhatra, UD Minister Rajesh Tacho, Chief Engineer of Vartak, BRO, top army officials, Parliamentary Secretaries Tsewang Dhondup, T N Thongdok, P D Sona, Jambey Tashi, R T Khunjuju and Phurpa Tsering, Principal Secretary Yeshi Tsering and Planning Secretary Ankur Garg besides officials of the district administration and Head of Departments. The Chief Minister echoed the sentiments of people of West Kameng and Tawang districts, who have been lamenting about the road condition that has even hampered the flow of tourists to the region. Transporters had recently imposed a bandh in the two districts in protest against the delay in completion of the road.
“This is the most preferred tourist circuit in the state. Therefore, a good road is must. Moreover, the road is important from strategic point of view for movement of defence personnel and equipments,” he observed.
Chief Engineer, Vartak, informed that the delay is because of shortage of construction materials like stone chips, etc. He said the existing supply of construction materials is not even 1/3rd of the required quantity. He, however, assured that the road from Balipara to Tawang would be completed by 2014.
Responding to the explanation given by the BRO officials, the Chief Minister decided that the government would identify quarries to be handed over to BRO. He said the government will revise the existing rate of quarry materials and also fix a uniform rate. Landowners will be adequately compensated, he added.
Tuki also advised the BRO to put the services of heavy machines and equipments as much as possible to speed up the construction. He pointed that due to less labour charge, there is a shortage of workers.
“The government will lend all possible help in land acquisition and forest clearances as and where necessary. This should not be a reason for slow progress of work,” he said.

road from Lumla to Tashigaon in Bhutan and the other was on establishment of an airport

The Chief Minister admitted that the two projects are of utmost importance and assured to take these up with the concerned Ministries at the Center.
Later in the day, the Chief Minister visited the Mahabodhi Old Age and Child Care Home. Impressed with the philanthropic work done by the institute, he assured to place funds for extension of the institute.
He also visited the Tawang Monastery in the afternoon accompanied by Governor Gen J J Singh and Planning Commission Member Soumitra Chaudhury.
Responding to a memorandum, the Chief Minister ordered an expert committee report on renovation of the monastery’s library and submission of a proposal for further action by the government. He also assured to place funds for extension of parking space and construction of a welcome gate of the monastery.
Meanwhile, the Tawang Festival organizers this evening informed that on invitation of the Chief Minister AICC General Secretary and MP Rahul Gandhi has agreed to attend the festival here on October 29 next. Preparations are on to receive the VIP guest. Expectedly Chief Minister Nabam Tuki would extend his stay at Tawang to receive the young Gandhi.

ITANAGAR, Oct 27: The first round auditions for the 9th Miss Arunachal 2012 contest, organized by Arunachal Guild for Cultural Integration (AGCI), were held at a city based hotel here on October 26 and 27. After two days of the auditions, 13 out of 17 contestants have been selected for the final round, who include Mongam Basar, Moti Libang, Mege Duchok, Sonia Tassar, Mui Tina, Angel Mary Pada, Happy Yaying, Alice Dai, Gumme Riba, Moom Darang, Romi Marbom, Toyir Riba and Joram Rupa.
The jury panel included former Miss Arunachal Aman Lego, former Miss Nyishi Licha Jeri and Organizing Secretary Niglar Veo.

Attending the function, Arunachal Karate Do Association (AKA) president Likha Tara delivered a few words of advice to the budding players. He said that concentration, acquiring the techniques of the sport, physical fitness and hard practice were the keys to success in sports. AYC distributes flood relief for the second time
ROING, Oct 27: The second phase of relief distribution to flood affected people in Lower Dibang Valley district by Assembly Youth Congress (AYC) was carried out on Friday in Bhismaknagar village.
The village situated near the Lohit border was severely affected by flood leading to erosion of rice fields and other cultivated areas.
Earlier, a team from District Congress Committee (DCC) and Block Congress Committee (DCC) visited Bhismaknagar village on October 19. During the visit, the team surveyed the affected areas and prepared estimate of the losses.
Based on the estimate, the flood relief materials consisting of 35 bags of rice of 50 kg was distributed to 35 affected families.
In the joint survey by BCC (I), DCC (I) and AYC, they also inspected site of water intake point used as source for drinking water in the village.
The estimate of the damaged infrastructures and losses were later submitted to Rajya Sabha MP Mukut Mithi for financial allocation to replenish the losses.
Further, the AYC source informed that all estimates of damages due to flood assessed in the district would be submitted to central leadership in New Delhi.
The team was led by AYC President Japani Meto with BCC President Jeela Mega and AYC Secretary Lobo Linggi.

After rubber plantation, farmers eyeing on sandalwood in Siang valley

RUKSIN, Oct 27: Far from the sylvan plain land of South India including Karnataka, Kerala and Andra Pradesh, sandalwood widely considered a ‘green gold’ has found its mooring in the hilly terrains of East Siang district.
The commercial horticulturists of the area, who have achieved a milestone in rubber cultivation are now eying on cultivation of sandalwood. Though the state government is not taking any initiative for growing of sandalwood in the landlocked state, yet they are taking the bold initiative to start a green revolution in Siang valley.
Observing the climatic condition in the plain areas the farmers are now putting their attention on sandalwood cultivation for its rich economic prospects,.
Half a dozen farmers of Ngorlung village under Ruksin circle have opened some small
nurseries of their own. They also started sandalwood plantation on plain hilly terrain
near Assam-
“We have developed sandalwood nurseries and started plantation in our own land. We are taking necessary guide and suggestions of sandalwood plantation from Assam Social Forest officials as there is no concerning experts in Pasighat Forest division. Initially, we are targeting plantation on 8 bighas land this year”, said Okeng Taying, retired CID official of Ngorlung village.
Taying, who is also a successful rubber planter of the area reportedly attended training on “Growing of sandalwood”, conducted by Social Forest department in Assam. He nursery contains 5,000 saplings including two varieties of sandalwood (Red and white).

ULFA cadre nabbed
ITANAGAR, Oct 27: Assam Rifles has apprehended a hardcore ULFA militant from Longvi village, Jairampur yesterday. The militant was identified as Upakul Moran alias Dhan Asom. The cadre entered into Arunachal territory from neighboring country Myanmar with intention to serve extortion note to local businesspersons, sources said.
A Chinese made AK Rifle alongwith three magazines and 65 live rounds have been recovered from the possession of the militant. The apprehended ULFA cadre has been involved in extortion, kidnapping and other illegal activities in Kharsang and adjoining areas. Apprehension of ULFA cadre with arms and ammunition will give a severe blow to their illegal activities in the area, it added.

Disruption in water supply
ITANAGAR, Oct 27: Water Supply system to Mithun gate, Zero point area, six mile and various sectors of Itanagar has been disrupted due to the ongoing excavation works for construction of drains by PWD contractors along NH 52A informed EE, PHE and WS Division, Itanagar.
The PHED, EE said that the excavation work has been carried out without proper intimation to PHED department and consequently, the consumers are facing water crisis.
The EE, PHE and WS Division, Itanagar further said that the restoration work is possible only when a proper space for utility service is made available and damaged cost be borne by executing agency/ contractors.
It appealed to the executing department and the contractors to cooperate with PHED for early restoration of water supply system.

The volunteers repaired damaged security wall and cleared jungles as an immediate precautionary measures to prevent entry of human and animals inside the park illegally.
Meanwhile, the Park authority in order to prevent any untoward incident inside the Zoo has strictly prohibited using of plastic items, carrying of fire arms and weapons including Dao, cutting, collection or removal of any forest products, teasing of animals, drinking alcohol and smoking inside the Zoo.
It also prohibited rearing or bringing of domestic animals and birds inside the Zoo either by visitors of Zoo staff.
It appealed the general public not to enter inside the park after 4 pm in winter and 5 pm in summer season and added that the biological park will remain closed on every Tuesday.

ITANAGAR, Oct 27: 3rd Executive meeting of the Arunachal Pradesh Catholic Association was held in the Bishops' House, Itanagar Diocese, Naharlagun today. All the executive committee members of the Association including five member delegates from Miao Diocese under the chairmanship of Tok Butum, President of the Association took part in the programme.
The Executive body adopted a series of resolutions which, among others, included renaming of the erstwhile Arunachal Pradesh Catholic Union to Arunachal Pradesh Catholic Association, Constitution of District Units etc.
Earlier, general secretary Taw Tebin apprised the members present in the meeting of numerous activities undertaken by the Association since last two years.
